Great evidence, supporting our advice to holiday period Newquay parking cases to appeal strongly on Grace Periods. Now if we know the 'low down' on GPs, then so should PE.
They know full well that they had absolutely no justification for requesting your data from the DVLA because you had no case to answer (but chanced it in the hope your naivety would nett them £100). Deplorable in the extreme.
Before I type much more on this - are you up for a much bigger fight with PE, via complaints to the BPA, the DVLA, and the ICO, with a potential issuing of a small court claim for a breach of the Data Protection Act in unreasonably accessing your data? Or are you content to wipe your brow and be relieved this is all over for you?
Your call - but you could pull £750 from them, but only if you're up for it, and all the work involved.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

so like I clearly said to you in post #3 , GRACE PERIODS - CLAUSE #13 won it for you and that assessor has said as much when they analysed the two periods for you
6 minutes to park and six minutes to leave (or thereabouts) is definitely within clause #13 limits and proves that PE are trying it on
if you wish to have a go back at them , then they actioned your dvla data without "just cause" and you could consider claiming for a DPA breach
there is plenty of information on such a fightback action on here and you have 6 years to gather the evidence and do so
and you should also complain to your local MP and to STEVE DOUBLE MP (for newquay) and enclose a copy of the popla decision as evidence , also asking them to support the private members bill currently going through parliament and mentioned on here by bargepole recently0
