Adoption of Roads and Management Company

We bought a new-build Persimmon house in April 2013. It is a freehold (not sure if that matters). We initially had a management company set up by Persimmon, but when they finished the development, the contract to manage the roads was sold to Remus. We tried to see if Remus had a legal right to force us to pay (and possibly increase the payment) without challenge and found that they were pretty much watertight.
Strangely, we got a letter from the council this week asking if we were happy for the council to cancel the A.P.C. bond they have with Persimmon. The council states that they have inspected and are happy with the construction of the roads, but Persimmon haven't asked them to adopt the roads (because they don't have to). Maybe because they've sold the management contract to Remus.

My questions are thus:
Does this mean that if we agree for the to council pay the APC bond back to Persimmon (or cancel the debt or whatever), we would continue to be beholden to the Management Company (Remus) for the foreseeable future?
or
If we all reject the council's intention to cancel the APC, it would encourage Persimmon to ask the council to adopt the road. Thus, removing the need for a management company?

I greatly appreciate any help.
