Hi All,
Please kindly advised as I'm not sure what to do next...
A PCN was issued for parking in a disabled bay and not displaying a Blue Badge clearly at Star City car park Birmingham on the 31st March 2017 by Total Carpark Management Ltd. (TCM) for £100.
A reminder notice from TCM! was received at the registered keepers address to make payment for the £100 fine or further action will be taken.! The reminder was dated 25th May, just before the 56 days of gaining personal information from the Dvla, however was received on the 5th June.!
On the 7th June, the registered keeper sent TCM an email advising of an appeal., TCM replied back, advising it was too late to appeal and the fine must be paid to avoid further action. The registered keeper replied back saying they would like to appeal on grounds of registered keeper and to issue a POPLA code to enable this.! Appeal was under the grounds of pre-estimate of loss (star city is a free carpark).
On the 9th June TCM replied saying we can not appeal via TCM but the registered keeper can appeal via the IAS and to confirm if we would like to do this. A reply was sent back to TCM saying yes we would like to appeal and to issue an appeal code. The initial reminder started they were IPC registered. Are IAS and IPC the same?
On the 14th June, TCM replied back to the email stating as! they are registered with IAS the appeal would need to be made via IAS online by logging into their website and to confirm if we would like to proceed with this. The registered keeper replied back stating if they were not willing to reconsider this PCN then we would be appealing.
On the 15th June, TCM replied back stating due to the length of time they will not reconsider the PCN and a full payment should be made to avoid further action. We replied stating not to keep threatening us with further action and we will be going ahead with appeal and not to keep asking for us to confirm this as it's already stated.
On the 16th June TCM replied to the email saying they have put details on the the IAS website to appeal.
Now due to a family bereavement we never actually managed to appeal via the IAS.
On the 14th July, a letter dated 12th July was received from a collection company for 'Formal Notice of Further Action' and to make a payment of £160, £100 fine, and £60 for collection company charges.!
There's also a few things to note I feel;
1. There appeared an intentional delay via emails sent from TCM.
2. The collection letter appears to be a coloured photocopy with what would have been a label with the registered keepers name and address which actually covers the collection companies full name.
3. Coincidentally or not, both the reminder and collection letter have the same return to address on their envelopes.!
I would be grateful for any advice on this.

Good, we don't advise it because it's considered a kangaroo court. You'd have lost and felt more on the back foot because of it. This is what IPC firms do to people. But debt letters can be cheerfully ignored!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
