Why are these wall plugs closed inside?

Plugs supplied with (heavy) projector screen:

They are "closed" meaning if you try to screw a screw in it, you can't. Cause there's no hole.
Can somebody explain to me what am I supposed to do with that plug?

A woodscrew will cut through the plastic easily.
However the best thing to do with those is throw them away,buy some red plugs and a 5.5mm masonry drill and use these instead.0 -
Inserting a screw pushes the sides of the plug against the sides of the hole.0

So that they expand and grip the hole.0
