Vertical blinds issue not closing properly

Hi. I have bought some new blinds for my place however the hooks do not seem to pull all the way when I pull the string to the end. The outside few hooks on each end don't move enough. Some advice on resolving this issue would be greatly appreciated.
I have added a YouTube url video showing the problem more clearly. I can't post links as a new user so it will need copy and paste and delete the space after https.
