Moved house just before driving fines were sent

Hi there wondering if anyone can help? I received two driving penalty notices in November last year one on th 3rd and one on the 22nd. At the time I was in the process of moving and didn't receive the letters
From the council as I was in between addresses. I changed my address on the log book and my driving live license at the end of November (date on the
Log book document reference number is 30th Nov. Therefore by the time the 28 day period had expired for payment of both fines the car was already registered to my new address. Since then I have received no communication until 8 months later from a collections agency threatening ballifs although I had no knowledge at all of these charges until today. Do I have a case since my information has been available from the DVLA since the start? I do not object to paying the original fine but they are now into the hundreds and I had no idea as the collections agency was sending them to my old address??

as these are council tickets you need to go to pepipoo forums , register with a gmail address and post on there
if these have gone to court and if bailiffs have been instructed , you need to contact bailiffadviceonline (Sheila , or herbie21 on here and over on pepipoo) for further help on your questions0
