LPS (Local Parking Security Ltd) - CCTV

Hello - great insight in here but having exhausted the search tool, this one may have a slightly different angle so would appreciate any pointers and hence the question.

I apologise profusely if I have missed this anywhere so please DONT SHOUT too loud :eek:

Got a PCN from LPS (Ltd) which is CCTV based. Clearly shows my car but not the driver. In short, they are trying to extract £50 (within 14 days) or £85 of my hard earned cash for a 40 minute parking 'violation'.

Having checked the BPA - these comedians are members but they do not seem to be authorised for CCTV - unless I'm reading it wrong.

ANPR - NO
Back Office - NO
Debt Recovery - NO
Self Ticket - NO
Ticket - YES

They are not members of the IPA.

As this is CCTV based - are the rules different at all? Should I still ignore or am I going to fall foul of some new legislative nightmare.

Incidentally as mentioned above - no driver can be identified, additionally they clearly show me leaving on the 2nd picture but the first picture does not show me at an entry barrier.

I can redact and upload if anyone would like to view content??

    They can use CCTV or any old camera, the BPA don't seem to care any more (a members club). Do not ignore it, appeal it as per the NEWBIES thread.

    But was the PCN received within 15 days and does it seem to comply with para 9 of Schedule 4?

    PCN issued - 4th July 17

    I guess it complies on the grounds of a 'reasonable cause criteria' which was why they queried via DVLA.

    Could you not provide a fake name for someone in Lithuania or suchlike - this more than certainly would stop them in their tracks?

    Or is that blatant fraud?! Haha

    You don't need to do any of that, we win POPLA appeals almost every time. Stop looking for an excuse to 'get off' the PCN (do not lie) and instead, read about how to properly appeal.

    If the keeper has received an NTK through the post, then they should appeal straight away. Day 26 is only for NTDs (windscreen tickets.)

    The BPA template in blue is designed to get you a PoPLA code and make sure you don't give away the driver's identity. That's all.

    Once you have a code you should draft a PoPLA appeal based on the template points in post 3 of the NEWBIES and post it here for checking before sending it.

    But, first things first. Copy and paste and send the BPA template from the Keeper.
