Do Parking fines/ "Speculative invoices" have a duration after which they can no longer attempt to be enforced or taken to small claims court for? e.g. 2 years? I have had a ticket for almost that duration and was wondering if there is ever a point when it is no longer enforceable?]

Like any 'debt' in England/Wales, it's always up to six years.
We've seen court defences re 2011 PCNs here this year. And we've won.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
