Parking fine tower road Newquay, Please help!

Hi there,

I have received a parking fine from parking eye on the 2nd of July 2017 at Tower Road, Newquay car park. I still have my ticket, which I payed £4 at 16:28, 5 mins after entering at 16:23 and gathering my change together, I put all the change I had (£4) with the intention of returning with more money. I returned to my car at 18:30 to extend the ticket.

The sign in the car park stated that from 18:30 to 09:00 it is free to park. The sign also states that the parking costs are £2.50 for 2 hours and £5 for three hours. As I payed for over two hours, this would take me over into the free period of 18:30 to 09:00.

I have been charged £60/100 fine and feel that this is unfair. I have only started driving again in the last two months and have not experienced this before. If anyone can offer some advice, I could really do with some. I haven't appealed yet, but have been reading on other forums about how appealing with parking eye normally results in an automatic rejection. However you can then appeal with POPLA? As I said its all pretty new to me so any information in regards to parking eye\POPLA would be greatly appreciated.

    Please read the NEWBIES thread and use the first appeal shown in blue writing, ticking 'registered keeper' (NOT DRIVER) in the drop down box on PE's nasty pages. The appeal is a template, deliberately, don't question it!

    The NEWBIES thread is at the top of the forum where you started.

    ...and tell us, did the PCN arrive by day 15 and does it have a para about the POFA 2012 and 'keeper liability' after 29 days' on the back of the PCN?
