New microwave working differently?

My old microwave stopped working recently so I had buy a new one. It works fine with food in there, but it gets insanely hot (as in the outer shell) when I want to heat up liquids.
This is particularly problematic with one type of my babies bottles. You put a small amount of water at the base of the bottle and the steam generated from it is supposed to sterlisie the bottle.
This worked fine in my old microwave, the water evaporated after 3 mins as per the instructions. However in the new one ~50% of the water remains after 4 mins and the outer casing of the microwave is very hot to touch.
It gets so hot that I'm convinced it's faulty, BUT it gets no where near as hot when cooking food - it's not even warm to the touch - even when it's running for much longer periods. Is there such a thing as different types of microwave technology and one that doesn't like liquids? Seems like a bonkers question but I can't fathom why it handles foods and liquids so differently.

That's unusual, I wouldn't expect the external case to get hot. You are using it in microwave mode rather than oven or grill?
It sounds faulty to me.
Microwaves actually work by heating the water within food, so heating water really shouldn't be an issue!0
