Parking Eye Charge Notice

Hi,
Looking for some help on a Parking Eye charge notice that was sent to the wrong address.
On 7th May 2017 I was helping my wife load our car with trade goods following a convention hosted at a hotel whose car park is monitored by Parking Eye; I was there for 44 minutes.
On the first day of the convention (6th May), we parked in the hotel car park and were told that we could use the hotel car park, but needed to notify reception, and that we'd need to do so each day. We parked there all day with no issues, left that evening and returned the next day.
On day two there were no parking spaces in the hotel car park so I used a pay and display bay opposite the hotel. After the convention finished, I drove the car into the car park, loaded everything in and we drove off.
Today (10th July) I received a charge notice, but it's dated 12th May and had been sent to the wrong address (we moved from there over two years ago, and the car and my licence have been registered with DVLA from the day of the move).
The new letter (dated 5th July, with a copy of the original) says that "Despite the fact that Parking Eye could not have reasonably known you were at a different address...we will accept the reduced amount of £60..."
However, the back of this second letter says that as more than 28 days have passed, the appeal period is over, but they will consider appeals if there are mitigating circumstances.
I would appreciate any help or advice on where I stand on this, as I would much prefer not to pay this.

Have you checked with the DVLA if PE requested details re your car? FOI request.
Just wondering how they managed to get your old address as they would need to get DVLA to give them your name in order to pursue you.
You also need to get DVLA to confirm when they updated your current address.
This could be a really interesting one.

Appeal immediately, online to PE, without stating who was driving.
The request to the DVLA should have been a simple email, not under FOI (not appropriate and takes too long):
