APCOA Parking fine at Luton Airport

Hi All. Need some advise please.

I have been reading the all the posts on the site and have a few questions as I cant find a section which is similar. The "driver" parked at Luton airport pick/Drop off zone and went at assist their elderly father who is in their 80's to the car which literally took 5 minutes. On return found a fine on the window. The driver did pay the £3 for 10 minutes and at the time saw no signs stating they may not leave the car, potentially due to all the construction at the airport. Should I pay the "Fine" or Appeal to APCOA / POPLA ?

You need to read up on the process to follow in the newbies FAQ thread near the top of the forum

forget about "what happened" its not relevant to this as a legal matter

1) use the blue text template from the NEWBIES thread, send from the keeper , so the same as the person they have written to

if posting , get a free certificate of posting from the P O Counterstaff

this will be rejected, and get a POPLA code

2) then crib from other 2017 threads about the same airport and draft your own POPLA appeal, where BYLAWS will feature prominently

either APCOA will cancel quickly or popla will place ON HOLD pending a DoT decision on bylaws appeals

if you dont understand this , read ten or twenty LUTON and BHX (birmingham) threads until it sinks in (maybe a few INDIGO railway threads too , as the same applies on railway land as well)
