Horizon Parking - ANPR Overstay

Hello Guys,
I was wondering if you could help me with some advice. On the 30th of June 2017 a letter was sent to me saying that I have a parking charge notice over due. The letter states that the incident happened on the 28th of May, it was for "Exceeded Maximum Stay Period" and the PCN issued on the 1st June. It also reads that the event was at 23:12 (assuming that's the time I left) but does not state when I drove in, nor is there any photos provided.
Now my question is, this is the first time I've been aware of this PCN, and it's been after 28 days, can they still enforce it? (It's unknown if they have sent one before and it got lost)
Also, what evidence do they need to provide to issue a PCN?

Hello, I received a parking charge notice in the post from Horizon 8 days after overstaying in sainsbury car park by 1 hour ANPR controlled parking
