My LEA lost my paperwork and now I have a CCJ!

Hi All,
I am now in my 4th year of studies, however during my 2nd year I applied to have my tuition fees paid for by the Government as I'm from a single parent family. It seems the paperwork was 'misplaced' and I returned home after a year of living away to find a stack of letters including Orange phone bills (all paid by direct debit so is ok!) and a county court judgement for the sum of the fees.
I phoned my LEA, resubmitted the paperwork and the fees were dealt with. However, I tried to increase my overdraft online recently and my request was rejected. I also tried to get a new phone contract, but apparently I have bad history so cant.
Who can I speak with to find out more about this CCJ? I no longer have the original letter and cant remember which court it came from, whether it's been removed, if it can be reversed etc.
Though it was fully paid off by the Government, am I going to be tarnished by this for years to come?
