Car Park near hospital, not the 'official one', lease car and IPC - still unsure

Ok so I've read the newbie FAQ, searched under hospital and checked the PPC firm who sent out the Parking Charge Notice.

I've got the template ready to send but unsure of a few bits. So the detail

16/4/17 parked in a car park near hospital (not the official one, it was full). The 3 meters were all out of order so I took a picture. Went to hospital to have my operation. 3 hours later returned to car, no tickets on windscreen

6/7/17 received a PCN from a company called LDK (IPC shows their membership began on 28/4/17 - so after the parking incident if that makes any difference). There are two photos, one of the car reg and another further back showing windscreen. I am sure I left a note saying meters were out of order but can't see it in their photo - it is taken low from the end of the bonnet, I suspect on purpose as my note could have been in the front side window

Should I even be sending an appeal as its IPC or do I need to because it's a lease car?
Should I add to the template stating I have a photo showing the meters were out of order or just send as is?

    just send the IPC template as lessee/hirer/keeper of the vehicle , never divulge too much info

    this first appeal will hook them in your direction as you dont want issues with them contacting the HIRE CO

    they are likely to refuse your appeal and offer the IAS (dont bother)

    then its ignore them for 6 years unless you get an LBC or an MCOL

    putting a note on a windscreen is irrelevant , as its private land , so there was no reason to park if the driver could nopt comply with the notices

    I have seen several excuses used over the years for why a vehicle was parked on private land , none are relevant , because not being able to pay means , go somewhere else (its private land so you have no rights at all)

    a lot of these companies dont even use a parking attendant , so again , why bother to leave a note ?

    I understand your difficulties, but the fact is that if you dont want years of hassle, dont park a vehicle on private land unless you have fully complied with the rules on parking , and even then note the times and take pictures etc , you cannot be too careful

    giving them a witness statement from a driver only plays into their hands , especially if they issue an MCOL via Gladstones or similar

    and as this is private land and not the hospital trust land , you dont have the ability to complain to PALS either (only the actual landholder)
