You are now being asked for proof of business insurance because it's the law (or some new legislation).
It's true that it used to not cost anything additional to be covered for business trips for the purpose of travelling to other sites (as opposed to using your car for trading purposes). This has now changed, at least for those companies that offer cheaper insurance cover.
Still £173 seems disproportionate. I changed my cover and it was £50 extra (although also had to pay for the admin fee). If I'd gone for a company that didn't charge extra for business cover, they would charge extra over all anyway!
I suppose it then indeed depends on the extra mileage, and then everything else they take into account when giving a quote in the first place.0
