I previously lived in a house where we had 2 TV's but neither received any broadcast stuff - we just told the TV licencing people as much. Apparently they did send someone round to check one time (I wasn't in so I'm not sure what happened) but they must have been happy enough. One was set up in the lounge and clearly linked to a huge range of additional technology (a great many consoles and 2 computers) but with no arial cable, and one was in my room, again, connected to a computer but no arial. We didn't have a lot of choice in the matter as the arial cable had broken half way down the outside wall and none of us could be bothered to fix it!
I also recall a very common excuse back when I was in halls at uni was to let them know that you only used your TV with your playstation/video player as you couldn't get a decent signal - never had any problems with that either.0 -

The problem, for the OP is that they tried to watch TV on their computer and were worried in case the TVL agent could detect this by visiting and inspecting the PC.
The OP also seemed to be nervous and unsure of their legal position. In this case, it is safest not to let the TVL agent in. Once in, the agent could make use of the OPs nervousness to 'confess' to watching TV without a licence.0 -

He's the guy that campaigns for the TV Licence to be abolished and has some very good threads.
If a guy visits just tell him that you are now withdrawing your implied right for him to visit and shut the door on him/her.
Jonathon Miller doesn't bother with that site now and the forum has been taken over by pro BBC and Pro TV Tax people.

WRONG, the TVL employee's have no powers to enter your house. However if they suspect you are watching live broadcasts then they have to get prove and can they apply for a warrent. The problem is however if you refuse to talk to them it's virtually inpossible to get this proof0 -

I've just moved to a new flat (each room are rented out separately) and I recently received a warning letter from TV Licensing. Normally, I'll just ignore such letter because I know they are randomly sending letters to every property but today, I just open up and read the letter out of curiousity.

Sounds like you are living in an HMO. As such, if your landlord provides a TV in any communal area, s/he is obligated to buy a TV licence for the communal TV. If you have individual ASTs, and locks on each room, anyone with a TV in their own room must buy their own TV licence if they have a TV (or other equipment capable of recieving a TV signal etc....)
Your Landlord should have made you aware of this.
Did you check to see if your flat has a licence as an HMO? If not, you can reclaim your rentThere are also an awful lot of other regulations s/he has to comply with. Do you have wired in smoke alarms and fire doors?
