Coventry bus lane contravention

In April I was caught on camera using a small road in Coventry meant for buses and taxis only.
I know the road very well and I know never to use it. However on that specific day, the road I wanted to turn right into was closed off and a diversion sign was in place indicating that they need to take this road with a bus lane. The road in question is Park road, Coventry.
So I assumed the bus lane restriction must have been relaxed if there was a diversion sign in place. However I got a letter from the council saying I need to pay a penalty for the contravention.
I wrote to the council informing them about the diversion and asked them to cross check it with their records. I also told them I knew that this road was only meant for buses and taxis and I was forced to go through it.
I recently got a letter back saying they rejected my appeal. They say they have no record of the diversion on that day. I did not take any pictures that day either.
I'm not sure where I stand. (a) they have photographic evidence of me going through the bus lane and (b) I have no evidence of the diversion that was in place.
The latest letter says I have 28 days to pay £60 or appeal against the decision.
Any advice appreciated.

Coventry City Council decided to trial suspending many of the city's bus lanes to try and improve traffic flow. I wonder if this road is included and the departments aren't talking to each other properly (as usual)?0
