Responsibility for water pipe repair before stopcock

Hi,

I live in Scotland and own a small flat in a shared block (8 flats). We have a housing association factor who deals with communal repairs and building insurance. Recently I had a large water leak which has flooded my kitchen - I had to get the leak fixed myself as the factor claimed it wasn't their responsibility.

Turning off the water at my stopcock (under the sink) didn't make any difference to the leak so it was happening before that point. The plumber that came out said the problem was on the join between the plastic mains water pipe and the copper pipe that comes into my flat and meets the stopcock. On the repair form he wrote that this was a communal pipe issue but my factor is arguing that it isn't.

Does anyone know the legal situation on who is responsible for that part of the pipe? I realise it's (just) inside my flat area but since it was before my stopcock I had to turn off the water to the entire block to fix it which makes me think it must be a communal problem.

Any help would be much appreciated!
