Civil Enforcement, ZZPS, Wright-Hasall, QDR Scam and a CCJ

Tim Hawker of Wright Hasall really needs his lights punched out!

This starts off in 2014. My dad got a parking ticket at a car park, where it states that the car park is free for customers, but anyone else parking the car there and using other shops nearby must pay. My dad was a customer at the venue and thus did not pay for a pay and display ticket.

Civil enforcement Ltd, sent him a PCN for £30. We called the land owner and told them that we were there for business and that their car park management company had sent us a PCN, which should be cancelled. They wrote to civil enforcement and called them and assured us that it would be cancelled (I have a copy of this letter).

So we hear nothing from Civil enforcement for a few months, and then ZZPS ltd get in touch and say there are claiming debt for an unpaid PCN plus their fees. We go back and forth explaining what has happened and they decided to drop the matter.

a few more months later wright-hasall contact us, with the same request, just asking for money money because of the fee's snowballing. And we go through he same explanations and things go quiet again.

Now almost 3 years later, QDR solicitors write to us asking for £327. Saying that there is a County Court Judgement registered against my dads name and if we dont pay within 14 days, they will be sending the baillifs down to the property.

How is this even possible, I have a written statement from the car park owners asking Civil enforcement to cancel the PCN when it was issued - I keep providing these solicitors with this evidence. So how and why are they still chasing us after 3 years and how have they got a CCJ against my father without us even knowing anything about it?

    If your father can show he never got any court correspondence over this (there would have been multiple communications sent to the address CE got from DVLA) then he can apply for a set aside at the court (costs £255)


    But if he knew and ignored correspondence then he needs to address this quickly as the bailiuff will turn up


    It's not the end of a PCN if the landowner agrees to get it cancelled - you need this confirmed by the "creditor"!

    Have you/your father moved house in the intervening period where a court claim might have been issued to the previous address?

    You need to get set-aside action underway, urgently.

    We do not know when the CCJ was handed out and have no correspondence from any court.
    My dad has not moved houses in 17 years, and this is the first we have heard of a CCJ.
    I do not know what date it was handed out or if QDR solicitors is bluffing (unlikely), I do not even know where to begin checking for CCJ's.

    The problem is trying to communicate with them is a major pain.
    Their numbers are unmanned and after spending 45 minutes waiting for someone to pick up I gave up. Their automated emails say

    "Thank you for your email.
    We aim to respond to correspondence within 10 working days, in the meantime the matter will remain on hold."

    Funnily, the 3 companies who have contacted us over the years, ZZPs, Wright-Hasall and QDR, have always been sent letters out from a man named Tim Hawker. From companies house, I can see that the companies have at least some of the same directors and I suspect that they are colluding with Civil Enforcement, knowing fully well the shady business practice they are pulling off.

    A redacted scan of the letter received would be useful, to see exactly what it was you received.

    And as above, a credit file check will confirm whether a CCJ really does exist. (Noddle is another, free, option).
