TfL refuses to let me pay

I challenged a yellow box junction PCN but never received the rejection to the appeal because TfL sent it to the wrong address. I moved a few months before the PCN but hadn't yet registered the new address with DVLA, so the original PCN was sent to my old address from where it was redirected. However the rejection never showed up, must be because it was sent to the old address by which time the direction expired. When I called to find out, it had gone to TEC, TfL advised me to file an out of time statutory declaration with TEC which I did - stating that I didn't receive the reject letter and was deprived of the opportunity to pay up or challenge. The OOT declaration was rejected (without explanation given) by TfL, following which the Northampton Court have refused the declaration. Now TfL refuses to let me pay the charges and have sent it to Task Enforcement. Can I send a cheque to TfL and be done with the matter? Or to Task Enforcement? Or should I file another appeal with TEC to have a court officer review the decision to reject the application? Please help asap !!

As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
