Parking Control Management ticket (Residential)

Hi all, first time posting. I've read through the newbies guide and I'm a bit unsure on how to proceed on this one.
The situation
I received a £100 parking charge notice from the company that patrols the parking in my residential development (£60 if paying within 14 days). It was left on my vehicle.
The access road to the underground car park was being resurfaced when I returned home after work, so I was forced to park in a visitors spot. I clearly displayed my residents parking permit (its in the photos) but was given a ticket for not displaying a visitors permit. The sign put up in my building by the property management company explicitly states to park in a visitors spot while the resurfacing was going on. I do have a visitors permit, but this was inside my apartment - I have no cause to use it ever.
Do I reply to them saying I am challenging now, to enable me to still pay £60 rather than £100 if I am unsuccessful... do I wait for an NTK... They're a registered firm and have had 600 cases in court in 2017 alone, so I think they'd pursue it.
It just seems ridiculous to get ticketed whilst showing a residents permit whilst access to my own space was being denied!

exactly, so complain to the management company , strongly , and insist that THEY get this spurious charge cancelled , give them hell until it has been cancelled
and wait for the NTK, then send the IPC template to the PPC (if it has not been cancelled in the meantime)
so nip it in the bud , ASAP, if not before
if in doubt complain IN WRITING , with phone calls as well
do not reveal who was driving , to anyone , you are complaining as keeper and as flat owner/leaseholder (whatever)
also, TAKE PHOTOS asap of all the signage , including the signs telling people where to park whilst resurfacing is being carried out0 -
What does your lease/AST say about parking? If there is no mention of parking, or permits, or paying a third party then why are you displaying one in the first place?
A third party (the scammers) cannot add on Ts and Cs to your existing contract (lease/AST.)I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
to enable me to still pay £60
Why would you do that?
You need to read the threads by hairray, also Daniel San and infernouk and get much more angry about this situation.
This is PCM's calibre, one of the lowest knuckle-dragging ex-clamper firms you could hope to have let loose near your cars:

Dig deeper than you have done and read those threads by those members. This is a much bigger issue for you than you might think.

Heap the pressure on the property management co. Write to them to say that you will join them as a third party to any proceedings and will seek an indemnity from them.
You could write them a LBC and have a look at hairray's thread for some detailed drafts. You will need to look at your lease/tenancy for the terms about parking, your parking space, the freeholder/MC's right to impose new "regulations" etc. Ask them for a copy of their contract with the PPC.
Yes to the suggestion of getting photos of the resurfacing and the sign telling you where to park instead.Although a practising Solicitor, my posts here are NOT legal advice, but are personal opinion based on limited facts provided anonymously by forum users.
