Does a NTK have to be sent within 15 days?

Hi all,

I didn't receive a ticket on my windscreen. I have read on this site that a NTK must be received within 15 days but it was a little vague. I recieved my letter over a month later. Does this make the PCN void?

    nope, it does NOT make the pcn void

    if a PPC wishes to invoke keeper liability they have to follow POFA2012, which is where your 15 days idea comes from

    if they dont follow POFA (which many dont as its not mandatory), they can take up to 6 years to try and enforce it but a keeper can use the lack of POFA against them

    now please read the NEWBIES sticky thread at the top of this forum and follow the advice in there

    15 days only applies for cases when NO WINDSCREEN TICKET was left and they are relying on photographic, usually ANPR, evidence.

    Read POFA section 4 , sections 8 & 9

    there is also the problem of "ghost ticketing" , where a ticket is placed on a vehicle , photographed , then removed

    the OP says no ticket was left on the vehicle, but they have no actual proof of this

    all they know is that one was never found by the driver, this is not the same as saying one wasnt issued , most people have no idea if one was issued or not, unless one was actually found

    so in a "ghost ticketing" case , or where it "blew off" or was "removed by a third party" , POFA2012 may well apply

    so it is important that the OP can relay the true facts , which they may or may not know, up to now they have "assumed" that no ticket was placed on the vehicle because one was not found (this could be incorrect)

    You are absolutely right. That's why the photographs are important. If ANPR showing car entering and exiting, then the 15 day timescale is the one. But if the photos show a windscreen ticket that has magiced away before you return, then that's the ghost ticketing and constitutes a" he said - she said" situation.

    Same query 3 times yesterday, yet already covered in the NEWBIEs thread.

    Where are people reading that a NTK *must* be served by day 15? That's not what we say, there is no MUST about it.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
