Disabled Council Tax Rates

I am in the process of claiming disabled council tax rebate from Durham county council and wonder how far back the claim can go if I am successful.
I was disabled with both severe mental health and physical injuries in 1999 and moved into the area on the same date. Since then I have paid council tax at the full rate and was not aware of any discount available.
Since then my mental and physical health continued to deteriorate to the present date, my wife came across an article that stated the rebates for disabled people.
Durham cc knew I was disabled and they made no effort to inform me of this. My luck in these matters is poor and have no doubt there will be some form of rules that states to the country.
If anyone can advise it would be appreciated.

It depends what you you mean by 'disabled council tax rebate '. Any reductions are advertised each year via an enclosure with the council tax demand notices.
The only general reduction to do with disabilities is the disabled band reduction which reduces the band by one level if you have the property adapted or require the use of a wheelchair indoors etc.
There is a reduction which may be awarded where someone is 'severely mentally impaired' but that is a more specific reduction.

The chap has just left and he is awarding a 6 year rebate based on an extra bathroom that was installed for me. But I also qualified for the extra bed room I use, but he didn't even look at it.
So a good result, he offered to either have it taken off my council tax bill or a cheque.
A great outcome as far as I'm concerned as I'm down a band and a little win.Best Regards

For the disabled band reduction the general view of the valuation tribunal decisions has been that you can only go back 6 years so the council seem to be following this - the opinion of the tribunal is that other discounts can be taken back further however.
