HELP: High Court Writ demanding pay

Shock of life this am.
A high court writ officer at door at 7am demanding £400 or taking mine or hubbys car to cover a fine.
The vehicle registration that incurred the fine, was off a moped hubby owned nearly 20 years ago, which was stolen. Was Reported at that time, but we apparently are last registered keepers so somehow we are being held responsible despite having been reported to police at time.
Don't know if the Cambs police will still have records.
DVLA said they have no records of the registration, when hubby rang to find out what this was about. Spoke to the company dealing with the debt and they had no info either.....and fine doesnt even relate to a bike, but they still want the money !
(Apparently a vehicle with the registration crossed the Dartford Bridge and didnt pay toll)

We have had to pay this high court officer to stop him taking one of our cars. So shocked been throwing up and cant stop crying. (Not helped having serious health issues).

Concerend as we have no paperwork or proofs from nearly 20 years ago. Hubby had 2 diff mopeds stolen around that time, (this one being replacement for first theft), despite being locked and chained up in our back yards.
What if happens again??
Don't know what to do. Cant afford to pay fines we didnt incur. We dont have that spare cash lying around.

West Sussex Police (where we live), this am, said they couldnt help us as 'no crime had been committed!! Had to put on cc this am.
If we cant find any paperwork/proof....having trouble trying to remember insurance company for it...have no police crime number any more, so if their records dont go back that far, we have nothing to help us. feeling completely and utterly overwhelmed, sickened, sad.
Is there any help/advice out there. Please.

    I really wish you hadn't paid. You don't pay a HCEO in the circs you describe, and it will be harder to unpick it now.

    I have no hesitation is suggesting that the court fine is one that has it's origins with the HMCTS Historic Debt Team.

    The starting point would be to call the National Enforcement Service to ascertain any background information . The telephone number is in the above link.
