To stabilize painted wall or not to stabilize? and how to remove existing paint

I've searched but the only thread I could find hadn't any answers.
The paint on my rendered external walls continues to flake intermittently.
I've tried to remove it all with a double handed scraper and power jetting, but it doesn't all come off and flakes again later on.
I've painted it twice, over the years, using a good external paint but that hasn't stopped the flaking.
If I stabilized before removing all the flaking paint would that stop any further flaking?
I want to again try removing all the old paint but don't know how.
If I used a paint remover might that work and what might be the downsides????
Then when I stabilize before my next top coat what should I use to stabilise? Watered down top coat paint or a 'proper' stabilizer???

If the wall is a lime render or has been lime washed in the past, modern paints will continue to flake off.
I've heard good things about silicate masonry paint.... But it is expensive and you would need to remove any modern paints from the surface. Paint stripper is going to take a long time. Grit blasting or needle scaler would do the job if done with care.
If the walls are lime rendered, then lime wash once every five to ten years would be best (or a silicate paint).Her courage will change the world.
