Timescales for ANPR Parking Ticket

I have received a parking charge notice from Civil Enforcement (Liverpool). The incident occurred on 28th April but the ticket was not issued to me until 29th June. This has happened before and I was given a template letter by yourselves quoting POFA 2012, if I recall Para 8.4(b) and 8.5. My understanding was that they had to issue the ticket within 14 days - is this still correct?

    Correct - if they wish to pursue the keeper. They can pursue the driver only outside this timeframe. That's if they know who the driver was - and you're not going to tell them, are you?

    Just appeal using the blue text template in the NEWBIES FAQ sticky, post #1. Make reference to the fact that their NtK is outside the scope of PoFA 2012 and they should therefore contact the driver (whose identity you are under no obligation to reveal).

    Even though the NEWBIES thread tells everyone that CEL don't use the POFA and that means they can't hold a keeper liable? I find that really simple to understand and just don't get why anyone then starts looking at the nitty gritty in a law that doesn't apply.
