PCN from SIP Parking Manchester

Hello,
A friend recently received a PCN from a private company in Manchester City Centre; the company in question is SIP Parking ("simply intelligent parking").
The car was parked beyond the time paid for, which is why the ticket has been issued.
Most PCNs received before give you 2 weeks to pay at the reduced rate, but the ticket on the windscreen on this occasion only gives 24 hours for the discounted rate. The whole thing feels like a scam, and from research online into SIP Parking, everyone recommends not paying it.
I'd like some advice on whether it should be paid.
