As I said, this was a rhetorical question, but the campervan had been standing on the driveway for probably three years and hadn't been driven or moved. They decided to jump start it, and he said there must have been a fuel leak, as he left it running once started, and then it just went up in flames. So I don't think they were negligent - I don't suppose they could see a fuel leak (although given the smell of petrol that has lingered, maybe they should have smelled it? I have no idea if that would be the case). I don't think CCTV would have helped in this instance0
