Refund on one, not on the other....

A few years ago I complained about ppi on my Debenhams storecard, I contacted Santander, of course they said 'NO' so I found out the underwriter was GE Capital, after a to and frow battle, GE gave me a refund. Recently I applied for a refund on my ppi on my Mothercare storecard, which was sold to me in exactly the same way as my Debenhams, word for word, I contacted Santander, yet again they said no, and then said AXA had taken over GE Capital. When I contacted AXA, they informed me that they 'didn't' sell me the ppi policy, Santander did. So now I'm confused. As Santander say it was AXA and vice versa. Where do I go from here?

They weren't regulated, Santander are obviously denying liability and AXA are correct, they didn't sell it to you.
