Parking charge notice wood field retail park

Hi I have a parking ticket from Woodfield park in bury. My son was doing a charity run for Autism Uk running against a steam engine on the east lancs line on Sunday 11/06/17. As Bury town centre was filled with cars trying desperately to park one of the organisers directed us to park at the retail park. We aren't familiar with the area, did not notice any signs and were unawaware of the parking restrictions. As we were delayed returning to our vehicle as one of my sons fellow runnners was injured during the race we parked there for six hours. We bought petrol on the way out but used cash. We received a parking charge notice a week later. I have appealed to parking eye using the template and also emaile Rochelle Bailley. Rochelle has not got back to me. Parking eye have turned down my appeal. Any ideas as to how to proceed?

Yes, win at POPLA but not about mitigating circumstances.
POPLA template appeal points to piece together (it's easy, long appeals though!) are linked in post #3 of the NEWBIES thread.
Was the PCN one with wording on the back about 29 days, keeper liability and the POFA 2012? Or NOT?
However, firstly I would complain to the organisers who sent him there. Is that Rochelle? Follow it up first, before POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi thanks for your reply yes it says about the 29 days and the POFA act 2012. I'm afraid we lost the appeal to parking eye. They have given us a further 14 days to settle. Rochelle Bailey who I think manages the land has not responded to three emails. Should we just pay?

I would in fact, before POPLA, I would email PE:
info@parkingeye.co.uk
...and tell them that the driver was injured doing a charity run for Autism UK, and you have complained to the landowner and would like to suggest that the PCN be cancelled without recourse to POPLA, and if so, you will make a donation to Autism UK or the charity of the landowner's choice.
As the POPLA code lasts 30 days, spend that time trying to get this cancelled first.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

With regard to complaining to the landowner, you can try complaining to Sharon Scott-Criddle who is the British Land / Broadgate Estates Senior Surveyor responsible for Woodfields Retail Park. You could try sending an email marked for her attention to customer.services@broadgateestates.co.uk.
We have an ongoing "dispute" with ParkingEye regarding a PCN issued to one of our vehicles at Woodfields Retail Park. The vehicle was in the car park for just 7 minutes over the allowed free parking time (once BPA grace periods were taken into account). Despite our explanation that two of the vehicle's passengers were disabled and despite us providing a copy of the blue badge, ParkingEye chose not to cancel the PCN meaning that we have had to escalate to POPLA.
We have already complained to Broadgate Estates, highlighting that ParkingEye have failed to make reasonable adjustments for people with protected characteristics under the Equality Act 2010.
This just shows what sort of company you're dealing with here.0
