How to get a bank account. No ID. On Electoral Roll

Hello,
Basically I've searched through the requirements of getting a bank account. I literally have nothing on the list of the ones I've checked, and I'm not in a situation where I can obtain anything. All I'm after is a basic bank account. I'm 21 years old. I am on the electoral roll.
Hopefully someone can be of assistance?
I've also seen these "online no I.D" bank accounts from companies like mycashplus. They seem to have terrible reviews.

Why can't you get a letter confirming your National Insurance Number? That plus the electoral register should be enough for some banks.0

Banks used to use more common sense, simply an existing account holder could vouch for you, now days due to anti fraud laws, terrorism etc, you need photo id.

You might get away with a bill, and possibly student card or similar if young.0 -

Proof of identity- Benefits/state pension notification letter - issued in last 12 months and confirming rights to benefits
- HMRC Tax Notification e.g. notice of coding, relating to the current tax year and less than 6 months old (P45 and P60 certificates are not acceptable)
Proof of address- Benefits or state pensions notification letter confirming the right to benefit (only if not used as proof of identity) - issued within the last 12 months
- HMRC Tax Notification e.g. notice of coding, relating to the current tax year and less than 6 months old (P45 and P60 certificates are not acceptable and only if not used as proof of identity)
- Jobcentre Plus letter dated within the last 3 months, containing your address and your allocated National Insurance Number (NiNo)
HSBC will accept a letter from someone in authority as proof of ID.
I think most banks will accept benefit letters, tax coding letters and National Insurance number letter as proof of ID and address.
Even if you live with your parents and don't work you should be able to get those.0 -

I couldnt get an account at HSBC 4 years ago as at that point I had no form of photo ID.

Hi, utility bills, anything with your NI number, passport, driving licence should all be ok. If you don't have these, make an appointment with your bank, and go into with everything you have.

Nationwide, Tesco and TSB certainly don't ask for photo ID ,which I don't have anyway.
TSB and Nationwide accounts were opened in branch, but only the former's admin person actually looked at the documents provided.0
