Disputing read on switch - no resolution, no final bill, can't provide ongoing reads

You will have a 24 hr timer switch next to the meter to control the switchover times.This is a circular 24 hr analogue timer which will show a segment for the 7 hrs for cheap rate and the times it switches on and off.These old things are notorious for being out of synch with the actual time and the 7 hrs can appear anywhere in the 24 hrs..Also on your main meter there will be a small window which will indicate which rate is active by pointing an arrow in its direction.Many times I ve seen these old things stop recording the night rate, sounds to me that is what has happened here.
I would agree with Carrot100 in that you are owed some money and the meter is recording all units used on the day rate.. The only way to check is for you to observe the meter entering the night active section and see if units click up in day rate instead..As a meter reader for 20 years I have found that night usage for people on Eco 7 with gas central heating it is at least 10% to 15% of the total.Night storage users will go past 50 % night usage of the total0 -

The only thing next to the meter is a covered, locked unit. Update:
Previous supplier (Green Star) generated a final bill based on the estimate. I called to point out that the estimate was under dispute and they have noted an objection on the account until the dispute gets resolved. They also said they'd never received a final/opening read from Iresa, and that the validation fail came from Iresa's end. I'm not sure how this is possible, since Iresa would have no previous reads to validate against.
I've told Iresa I have a fault with my meter and they told me someone would call me to make a time to check it. Two weeks later, I've heard nothing.0
