One small point - don't send letters to a parking company by any signed-for service. They just refuse to sign. Far better to send by first class post, with a certificate of posting from the post office, stating in the letter that this what you have done.
Legally, first class post is deemed to have been delivered two working days after posting, and in the case of any disputes, the onus is on the adressee to prove that that it was not received. Which is why you get a certificate of posting.0 -

Just tried to register the complaint with the Information Commissioner but it is a requirement that I contact and raise my concerns with the organisation first.
I will add an appropriate note to my letter to VCS0 -
An update on my cancelled PCN’s
I have written to Vehicle Control Services generally in line with the template letter kindly provided by coupon-mad. I have also copied the DVLA.
My correspondence is headed:
DATA MISUSE AND MISAPPROPRIATION COMPLAINT
I have received the following response from Excel Parking Services:
We acknowledge receipt of your correspondence received in relation to the above Parking Charge Notice (PCN), which was issued against your vehicle.
We note the comments you have made regarding Excel Parking Services passing your data to Vehicle Control Services. We would like to offer our sincere apologies for the system error which lead to the incorrect stationery template being used on our response to yourself and thank you for bringing this to our attention.
We would like to advise that Vehicle Control Services Ltd is a wholly owned subsidiary of Excel Parking Services and operates as a group company. The administrative team who process and deal with Parking Charge Notices, do so for both our Company brands and utilise the same back office system; as such data is available within our group.
The handling of personal data in this regards is reflected in our Data Protection Registration with the Information Commissioners Office (ICO). You can find a full copy of our registration on the ICO website – our registration Numbers are Z5759020 and Z9662939 respectively.
In respect of this particular issue, whilst the admin team responding to your letter, generated their reply on Excel Parking stationery, the outbound file sent to through our email service, was corrupted and resulted in it being sent on our Vehicle Control Services Stationery instead. This being an automated mail service meant that the error was not spotted at the point that the letter was issued to your email address
We have now raised the matter to our software team who have addressed the issue and we apologise for any misunderstanding or inconvenience caused.
On the matter of the Parking Charge Notice, we would like to reiterate that, as per our previous correspondence, the Parking Charge Notice has already been cancelled.
We trust you find this outcome satisfactory and thank you for your understanding in this matter.
Excel Parking Services are blaming a system error!
I do not think this outcome is in any way satisfactory and to thank me for my understanding is insulting to say the very least.
This response may limit my options going forward but I am loath to let it go. I could now report them to the Information Commissioners Office for their record purposes if the situation happened again.
Any other ideas or should I just be content with having the PCN’s cancelled.0
