I would. Tell them that you have complained to McD's and the Manager wants the PCN cancelled.
Yes, the person who was sent the PCN.One last question, am i right by filling the signature as how the letter was addressed to?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I went to MET online to try and submit my appeal and once i have inputted all the details, i saw the outstanding is £0.00. Does that mean they have dropped my PCN? If so, do i still have to submit an appeal?0

Looks encouraging.
Email MET and ask them to confirm by reply that, given the McD's manager wants the charge cancelled, they confirm cancellation.
Send the email, cc to the McD's manager, so that it shows in the address bar. If you don't have the McD's manager's email, just mark the email to MET - highly visible - 'cc to J Bloggs, Manager, McD's XTown'Please note, we are not a legal advice forum.
