limitations of eBay resolution buyer rights

I recently purchased a pre-paid Internet device on eBay that does not work - device registered in seller's name so ISP won't deal with me as the rightful owner and Data Allowance - 6 Months pre paid credit lasted just 3 days of light Internet use (No streaming or downloading of videos, I know eats up Data Allowance and why I never used the pre-paid device in excessively.
Contacted seller several times via email about the issues who was not very helpful yet assured me at least that issues can resolve if contact ID Mobile company. Had to open eBay case in the event that the issues may not be resolved and accepted partial refund of £10 of the £59.99 purchase amount given that the Network mobile provider investigating the matter and would help me get back online.
However, since closure of eBay case, the Data Allowance on pre-paid 6 month Sim vanished altogether and ISP unable to help me further because device registered in sellers name. Data protection issues stops me from receiving help and support from them.
Now unable to challenge or re-open eBay case or open PayPal dispute because I accepted partial refund and most unhappy that I was not informed by seller of all of the selling and listing terms right from the beginning (not stipulated in their listing) - especially that device cannot be registered in a different name from seller.
Have contacted both eBay and PayPal separately about the matter as seller provided unreachable contact number and put a major ISP (EE) as their main contact and they have ignored my email request to return item despite eBay limitation on buyer rights. What can I do and unable to afford small claims court action - eBay and/or PayPal should investigate and refund me for goods given the attempts I have made to let them know what seller put me through and selling defective goods.
