PCN sent to wrong address despite DVLA having the correct address

Hi everyone,

Checking in on behalf of my mum. Back at the start of 2015 she updated her address online with the DVLA as she moved home. Today she has received a letter sent on from her old address saying that she owes over over £400 on a PCN for accidentally driving in a bus lane in Leeds city centre back in August of 2015 (she's from Lancashire, just visiting me for the day). The people at her old address were sending the letters back as 'not known at this address' but the council don't seem to have taken any notice of this. Despite changing the address on her licence, apparently the DVLA hadn't informed the relevant department that deals with fines and my mum was none the wiser. What happens in situations like this? Is it just a case of tough luck, or is there any chance of an appeal?

    How about the address on the V5c (AKA Log Book) for the vehicle she was driving, was/has that been updated?

    seems to me that she has not updated her V5C

    how do I know this ?

    because you cannot update the details online , it has to be returned and they issue a new V5C with the new address on it

    there is a potential £1000 "fine" for not updating the V5C promptly

    so its no wonder the letters went to an old address

    and whatever she did with the driving license has no relevance to a V5C

    Did your mum also update the DVLA with the change of address for vehicle registered keeper details? This is a common mistake. The two departments don't talk to each other, and it's up to £1000 penalty for not updating each one.
