Has anyone had French doors instead of windows in a loft conversion?

Hi,
Please forgive me if you have read this on the forum, I retitled in the hope of some more replies.
Can anyone confirm if internal opening French doors with exterior metal rail or glass safety panel can be placed on the front of a dormer conversion instead of typical windows, under permitted development?
I'm in England and have been told that they are not under permitted development , only by planning permission. However I discovered this when researching. The fact that this appeal was allowed implies that they do come under permitted development.

Summary of Case (appeal allowed)
The first key issue was whether the proposed Juliette balcony would be contrary to Class A, part A.1(i), which states that “Development is not permitted by Class A if … (i) it would consist of or include … (i) the construction or provision of a veranda, balcony or raised platform …”
Main Conclusion:
A “Juliette balcony” is not a “balcony” for the purposes of the GPDO, and therefore is permitted development.[Relevant to: “Juliette balconies”, A.1(i), B.1(d), E.1(g)].
The Inspector noted that the Juliette balcony would have not have a platform “stated that “the provision of a balustrade where no external access is permitted under Class B”.
I wish to have one in my dormer conversion instead of the typical windows. Full plan application has been approved by borough council however I now want the Juliet internal opening doors if I can instead of the proposed dormer windows. The dormer will be 200cm high, can I get one for this height?

Whether it's permitted development or not isn't really the question, the real question is why would you want to do it? Adding a door in adds complications to the head and threshold details and is a weak point for water ingress.
The better solution would be to increase the window size to a cill around 400mm from FFL then the details are easier and you have no permitted development worries, it's just a big window which has two leafs which open inward...This is a system account and does not represent a real person.
