This may be true, but the problem is she didn't actually buy a car, she sent some money to some scammers.0 -

It's extremely unlikely they actually owned the car the were claiming to be selling. Watchdog?? watch do you expect them to do??0 -
Its probably an inclusive scam and the people doing it will have their own collection point with no questions asked
Tbh I think your sister will struggle to recover the funds although the police must investigate
As for your bank, as its a cash transfer you dont have a case, the "goods/service" have been delivered by western union- i.e they have payed out the cash your sister paid for
Id chase the police up as at the very least they should be contacting the cars owner and also western union to get collection details.

Sory to hear, suggestion,used to be an agent of W/U yes very strict rules re I d .They must have told her which W?U office they wanted the cash picking up from,also Im thinking here £4000 is a lot of cash so there should ,in my experience be a lot of questions asked before payout,unless as said the agent in league.she could ring W/U direct to maybe find out which office ,or go to the police in that town and ask the police to look at the W/U paper work there will be a record kept ,unfortunately W/U protect themselves and dont let any agent show paper work taken but it should be there,only the police can help in this matter and I found them very inexperienced when it came to financial fraud.Another thought a random office would not hold that much cash on sight, so either they are in on it OR they were sent to another office for collection . Dont know if it helps,.0

i.d. will almost certain be stolen / fake I would think the only hope would be CCTV passed on to the local police force..?0 -

£4000 is a LOT of money.
If the police didn't show much interest then contact your MP either in writing or, even better, in person.
They'll know which plod to prod.

With the greatest respect to the OP's sister, the Police are not here to take personal responsibility away from buyers, people need to take adequate steps when parting with such large sums of money. Even if the Police did find out who did this, It is very unlikely that she will get her money back. If you need to report it, to satisfy an insurance claim or are advised to do so by trading standards etc, then fine, but in terms of actual investigating this, I wouldnt be too hopeful
However, that doesnt mean that scumbags have the right to con people out of their hard earned cash either!
To the OP-you say you got a HPI check done. So you know the Registration Plate then?.....this is something the Police CAN help you with. They can track down the registered keeper. It is highly likely that the rightful owner is unaware that their car is being used in such way, unless of course the scammer is stupid and has used a car he/she really owns.
As others have said, I would also contact Western Union, they will have systems in place to track down who collect the money, and the Police can at least add this name to their database to help pick up a pattern
I would also speak to the people at [SIZE=-1]www.consumerdirect.gov.uk as they seem quite knowledgable[/SIZE]
