Should I pay for fan belt replacement if car in for service under warranty 2 year old Peogut 208

    Depends what's wrong with the belt. If it's worn, you pay. If it's failed due to a manufacturing defect, you don't.

    I would expect a belt to last longer than 2 years, but such a low mileage will have contributed to early deterioration in the belt as they do age faster if they're regularly heat-cycled, for example by many short trips.

    15k on a 2 year old car is 7.5k a year - hardly low. A 6 year old car with 15k would be low mileage. To answer the OP question the belt should last a lot longer.
