You'll just have to wait and see. Obviously, if he says you're stealing then ask for all the relevant paperwork and drawings.
And don't do anything until you receive an enforcement notice.

Why? Why not just work towards a mutually acceptable agreement?
Personally I would try and work with the officer to avoid it ever coming to a notice situation.
An enforcement notice if served will remain on the property forever. Whilst you might comply with the notice, it will still be there on Land Charges Register and will be disclosed on searches. So you might have to explain the situation upon selling.
IMO dont let it get to a notice.0
