A lot of taxi offices are pretty much exactly the same - they have no taxis/minicab themselves and instead pass the work over to self employed contractors (taxi/minicab drivers). But being a taxi hire "broker" requires you to have a booking office licence from the authority you operate in. So that may be one avenue worth looking into.
I'd perhaps try complaining to your local licensing authority (usually the council) and see what they say - they only regulate taxis & minicabs so you often find they're more proactive on enforcement compared to say trading standards who are overworked and underfunded.You keep using that word. That doesn't surprise me. I just got scammed by Taxicode and have had to get my credit card company involved to get my money back. The company's website allows people to make bookings for airport taxi reservations, then asks for more money, claiming that the incorrect post code was entered. In my case, the website allowed me to book a car to "Brighton" and then later accused me of not putting in the correct post code. This is despite them having provided a clear "booking confirmation", quoting the agreed price and showing the route agreed. when I refused to pay the extra charge they demanded, they said their cancellation policy would apply (whereby they keep nearly half of the £97 quoted!) I tried to reason with them, but they just respond with the following nonsense:
We do apologies to you for the inconvenience. Unfortunately we all are confined of these rules and regulations so there is no way we can help you out with this. After consulting this whole issue with my superior apologies for this but the stance will remain same. We know that it is quite disturbing for you but we have to implement these terms and conditions and have to explain everything to the customers. Please accept our sincere apologies in this regards. [/I][/I][/I]
