As someone has already mentioned, your sister should have kept a copy of her timesheet for her own records. Most temporary employees are responsible for getting their own timesheet signed and into the agency by the time stated in order to be paid correctly.

I've lost track of the amount of temps I've had working for me who just don't go back to work (no notice, just don't turn up) and then complain because they weren't paid when they didn't get their timesheet signed! I refuse to chase it for them, I will pay them when they go and get their own timesheet signed. Respect works both ways, you leave your employmer in the lurch so why would they go out of their way to assist you?

However, having said that, the fact that they are not calling back and messing you around is very bad practice indeed. If there is a problem, they should have told your sister from the start.
