ipad and Google duo, then laptop

My family abroad, have replaced their broken iphone with a samsung and have installed google duo and requested I did the same. On my iphone it works fine, but on my ipad, each time I attempt to contact them, I get this message and have to request a code, which changes every time. I googled to see if or what I was doing wrong and formed the opinion that duo and ipads isn't a success, that is unless you know different.

When I try to install on my windows 10 laptop, this hasn't succeeded yet either.

    Never used the app but my understanding is you need a valid telephone number and sim for it to work. Maybe I'm wrong?
