Personal loan at 9.9% APR

I applied for a personal loan (advertised rate 3.something) and was approved but at 9.9%
Is this fair? I am 7 points off a "good" credit rating so I knew I wouldn't be eligible for a really low interest rate
I am wondering whether I should just go ahead with this as perhaps the best I will get with my current credit score.
Can anyone help? Grateful to hear your opinions

First off, ignore your credit score as it is meaningless, just a marketing tool.
