Parking eye fine

Sorry everybody if this is a common question, I have read the forum thoroughly and not seen it but please forgive me if I have missed it.

Yesterday I received out of the blue a parking ticket from the delightful company Parking eye. Now when I say out of the blue I mean just that, this happened in April 2017, its over 2 months ago.
My question is quite simple, is that a reasonable time to dig this up? I believe speeding fines have to be issued within 2 weeks (although I could be wrong)
Just wondering if anyone has any advice, I have tried reading their terms and conditions about fines but I cant seem to see it mentioned anywhere.

    if they are following POFA2012 then they have to have issued the PCN such that it was received within 14 days, so by day 15

    if they are NOT following POFA2012 then as its an invoice (not a "fine") they have 72 months (6 years) to try to extract payment , by going to court if necessary

    if a windscreen notice was issued they have to send the notice between day 29 and day 56 , but PE usually use anpr cameras and so a windscreen ticket is unlikely

    so in this case it appears they have failed POFA2012 so the keeper is not liable

    follow the advice in the NEWBIES sticky thread , using the blue template (online , as keeper) and adding an extra paragraph stating that they have failed POFA2012 so must chase the driver instead (who will not be named)

    do not reveal who was driving

    edit post #1 and remove any hint of who was driving, plus any references as to who may or many not be "guilty"

    these p@rasites monitor public forums like this one , they have internet access and free signup, same as you and I do. they also know how to take screenshots of posts where people go "blabbing" , as evidence for later

    too many people blow their toes off on public forums like this one , dont be one of them

    You have a Golden Ticket! One that arrived too late to hold you liable as keeper, so don't mess it up. Submit the usual template appeal from our NEWBIES thread, choosing 'registered keeper' (or 'hirer/lessee' if it's a company car).
