Contract details seem to be very lax. You should have received some indication, before agreeing the job, as to what the cancellation charges would be if that situation arose.
As for full payment only after job completion suggests that no payment will need to be made as the job is not going ahead.
It really needs a kind of mediation with both groups actually sitting around a table and calmly agreeing an acceptable compromise. This could be a cancellation payment or the most obvious outcome, a new acceptable start date.0 -
