Annoying Congratulations Pop Ups!

Good evening all,
I bought a Galazy 3 phone recently. Within 2 weeks the following info keep coming up. It is becoming so annoying. Please help!

Hi,
should be something in settings,- Open the Internet Browser apps.
- Tap the Menu key then select Settings.
- Tap Advanced.
- Scroll to Page content section. Depending on your current settings, tap Block pop-ups to enable or disable this option. If the box next to this option is ticked means this option is enabled and the pop up will be blocked.
- Tap the Back key to return to the browser page.

It could be a dodgy app. Reset the phone to the factory settings and see if they appear. If they don't add your apps back one by one and see if they appear after a certain app is installed.0

Clear the cache from the application settings of the browser you are using .
If they still appear after that then one of your recently installed apps is feeding you these popups.
Usual culprits are "battery optimisers" "wifi boosters" etc0 -
How weird! I have a Samsung Galaxy S6 and, following a recent update (don't start me on why we need updates for things that are working perfectly fine), I was prompted to "update" to the Samsung Internet browser. Since then I have also won an Iphone 7. It is only when that browser is open and in use and it won't go away. I will try the advice given here but if it doesn't stop, I shall ditch it and go back to Google Chrome. I think that was the default before I was "tricked" into using the Samsung one.
Laters. I have followed the advice given above and cleared cache. Tried it and no pop-ups ............ yet!0 -
May be the MarsDae [STRIKE]malware[/STRIKE]library. Seen it once after client installed "Avast Cleanup Pro" AKA "Avast Cleaner & Boost"
