speed is 36.71 and 1.85 upload

The issue appears to be with IP 2.19.145.39 which is what images-eu.ssl-images-amazon.com ultimately resolves to when this issue is present.
If you can manipulate your local hosts file with an alternative IP address it works:
92.122.17.240 images-eu.ssl-images-amazon.com"

The root cause is Talktalk - they are garbage ..
There seems to be an issue with their routing around the north-west
They regularly mess up their routing to one of the businesses I "look after" on a freelance basis,
which makes their mail servers inaccessible.
This, coupled with their aweful "tech support" and huge splurge of users data, makes me wonder why anyone actually stays with them .0 -
So what do I do what for TT muppets to fix the issue or go with the "bogged fix"
I don't want my PC messed up?

It is not going to mess your pc up.
It just tells your PC the correct IP address in relation to the requested URL
Nothing more, nothing less
That's what the hosts file is for
