We had the exact same problem. We moved in to a new house in Feb this year and all the cables were in but nothing was connected to the main database.

The best bit was while we were in an Openreach engineer turned up to the estate so I collared him outside and asked if he had come to connect us and he said no, I'm just here to do both next doors to us, left and right, even though nobody lives in them yet.

I asked him nicely to ring his boss and see if he could also add our house to the list as it's ridiculous I have to wait but next doors get done when nobody lives in them. 10 minutes later he knocked to say an engineer would be with us that day to sort it.

2 hours later we were all connected.
I would take a guess it's Openreach who are at fault as they are pretty useless and their customer service is appalling.

Probably because you're not the 'customer' - their 'customers' are the ISP's hence why their website continually tells you to contact your 'service provider'
